Overall

If I could give -5 stars I would. Absolutely the worst customer service you can experience. They use water to your home as the ultimate power trip. Of course since they have no competition, they can act like complete dirtbags with no consequences.

We had a very unusual situation where we had a toilet in a Pittsburgh dungeon basement that we never used since moving in 8 years ago. We had a cleaning lady clean the basement and she does her job so well that she cleans the bathroom and flushes the toilet. That is when the fun begins. One month later a water meter reader shows up at the door and says it appears you may have be using a lot of water.

If the water authority would get in the 21st century and would invest in any sort of technology where they could do readings without having to send people door-to-door, imagine the long-term savings for them, and the benefits to the customer. Their response of technology advancement is "...you are lucky! We just switched to monthly billing. A couple months back we were on a quarterly cycle. Imagine what your bill would have been!"

I tried explaining the unique situation and their response was we will not take one penny off your bill. You will be receiving a water shutoff letter and you you day pay half immediately your water will be shutoff.

I do want to give credit to Alcosan which is the sewage portion of the water bill. I called them to explain the situation, and of course they have had customers with similar issues. They have a ONE TIME LEAK FORGIVENESS program for extreme circumstance like this. They refunded their entire portion of the bill which was $1000.

The fact that Wilkinsburg-Penn Joint Water Authority serves many low-income neighborhoods is completely appalling when I think of others that may have experienced the same customer service.

Other than the government, really could any business get away with it?
