The owner promised for $79.89 ...

The owner promised for $79.89 to do a complete diagnostics on my car which would tell me exactly "all" the things that could be causing a misfire code at inspection. After leaving my car there, and calling a few hours later, he complained that he had to pay his workers and that he had to charge more to do a complete diagnostics since he had to remove the plenum, and removing the plenum on my Hyundai Santa Fe 2.7 liter, 2002, was an additional 3 hours job. I went immediately to get my car, and he left, leaving the key with the cashier, who charged me the $79.89, in order to give me my key back. I paid it just to get my car. I asked for a refund the next day since the owner did not do a complete diagnostic as he had promised to do for that fee. The owner said he would not refund my money, as promising to provide certain services for a certain fee, and then not performing those services promised is not wrong. I needed a refund because I still need a complete diagnostics, and Pep Boys said they will remove the plenum, and do a complete diagnostic for about the same price. I told the owner of DLs that I had wanted a complete diagnostics because I might would rather sell my car than repair it, and I would need a complete diagnostic, just to be able to tell a prospective buyer exactly what is wrong. Hyundai service centers say the plenum has to be removed on my car to be able to check the back spark plugs under it, as well as the compression. They say none of these things can be checked with out removing the plenum, and that these may be causes of the code appearing in addition to other things that can be the cause as well. Jonathan the owner told me "just tell a prospective buyer that the wires are bad." "You won't be lying if you say that" he said. So he wants me to be like him, just lie to people, check a few things, not everything that can be the cause, and lie about it.
